What is a good and fair health care system?

The WHO Identifies
Four Key Functions of Health Care Systems
 

1/Providing services.
 

2/Generating the human and physical resources that make service delivery possible.
 

3/Raising and pooling the resources used to pay for health care.
 

4/Function of stewarship. 

 

A good & fair health care system has: good health, responsiveness, & is fair in financing. 
 
These elements create the possibility of evaluating the United States health care system and health care systems of other countries with respect to “fundamental issues of cost, access to health care, and how well the health system succeeds in producing good health outcomes in a population” (Bureau of Labor Education, 2001, p. 1).
