What is good health?

Defined as being able to make the health status of the population as good as possible across the whole life cycle. 
 
A good and fair health system would ideally have overall good health exhibiting low infant mortality rates and high disability-adjusted life expectancy and a fair distribution of good health over the course of a long life expectancy across population groups.
